Former Palestinian Authority PM Calls Oct. 7 Massacre ‘Courageous,’ Calls for Hamas-PLO Unity

August 11, 2025
in Americas

In a recent statement, former Palestinian Authority Prime Minister Mohammad Shtayyeh praised the October 7 terrorist massacre carried out by Hamas as a “courageous and unprecedented operation” that has marked an important turning point in the history of the Palestinian struggle. At the same time, he has also called for the terror group to unite with the Palestine Liberation Organization (PLO) under a single leadership.

The October 7 attack, which claimed the lives of two Israeli civilians and left several others injured, has been condemned by the international community as a heinous act of terrorism. However, Shtayyeh’s remarks have sparked controversy and raised concerns about the direction of the Palestinian leadership.

Shtayyeh, who served as the Palestinian Authority Prime Minister from 2019 to 2021, made these statements during a press conference in Ramallah. He hailed Hamas’s actions as a “courageous and unprecedented operation” that has sent a strong message to the world about the determination and resilience of the Palestinian people in their struggle for freedom and self-determination.

The former Prime Minister also emphasized the need for Hamas to join forces with the PLO, the recognized representative of the Palestinian people, in order to achieve unity and coherence in the Palestinian leadership. He stated, “This is a crucial step towards achieving our ultimate goal of an independent and sovereign Palestinian state.”

Shtayyeh’s call for unity among Palestinian factions is not a new one. In fact, it has been a long-standing demand by the international community, who see a divided Palestinian leadership as a major obstacle in the path towards a peaceful resolution of the Israeli-Palestinian conflict.

The PLO, formed in 1964, is considered the sole legitimate representative of the Palestinian people and has been recognized by numerous countries and international organizations. It has played a pivotal role in advocating for the rights of Palestinians and has been at the forefront of negotiations for a two-state solution with Israel.

On the other hand, Hamas, which was founded in 1987, has been designated as a terrorist organization by many countries, including the United States and the European Union. It has been involved in numerous violent attacks against Israeli civilians and has refused to recognize the State of Israel.

Therefore, Shtayyeh’s call for Hamas to join forces with the PLO is a bold and significant move that could potentially pave the way for a united Palestinian front in the pursuit of their national aspirations.

However, it is important to note that the PLO and Hamas have a long history of rivalry and mistrust, making the prospect of their unity a challenging one. In the past, attempts to reconcile the two factions have failed, and it remains to be seen if Shtayyeh’s call will be heeded by Hamas.

Despite these challenges, Shtayyeh’s statement has been welcomed by many as a positive step towards Palestinian unity. It has also been seen as a positive development in the Palestinian leadership, which has been plagued by divisions and internal conflicts.

The international community has also expressed its support for Shtayyeh’s call for unity and has urged both Hamas and the PLO to work towards a common goal of achieving a just and lasting solution to the Israeli-Palestinian conflict.

In conclusion, Shtayyeh’s remarks on the October 7 terrorist massacre and his call for Hamas-PLO unity have sparked both praise and criticism. However, it is clear that his intention is to bring about a united Palestinian front that can effectively advocate for the rights of its people and work towards a peaceful resolution of the conflict. Only time will tell if his call will be heeded and if it will bring about the much-needed unity in the Palestinian leadership.
